Respected Sir,
This association invites your
kind attention toward the PMG Punjab West Region Chandigarh office letter No.
STC-R/10-22/HSG-I/Tenure/2011 dated
-06-2018 addressed to all the Sr/SPOs in Punjab West Region, Chandigarh
vide which all divisional offices in Punjab West Region were asked to collect
willingness from all Postmaster Cadre officials on 25.06.2018 forcibly for
their choice stations for transfer phonically. The version of this letter is
vague. Some divisions are taking as compulsory transfer while some as optional,
but it seems as information collection report on first instance.
As per Dte letter mentioned
above in para No. 5.1, it is clear about most sensitive posts. The SSPOs
Chandigarh has identified the posts of PM cadre as most sensitive posts in
letter mentioned above, where the CPMG AP Circle vide letter mentioned above
has clarified that: -
1) All the posts exclusively dealing
with Staff/procurement/recruitment/buildings/vigilance/cashier may be
prescribed two years tenure. In case officer/official is dealing these
subjects along with other subjects, they may be considered as three years
tenure.
2) All the posts having prescribed tenure
of two years which were mentioned in Postal volumes are continue to be tenure
of two years. Example: SB counter/Treasurer.
3) Except mentioned above tenure of all
sensitive posts mentioned in Directorate letter above, the tenure may be
treated as three years.
It seems that Punjab Circle has
identified the posts of PM cadre as most sensitive while it is clear in para
No. 5.1 of Dte letter. Supervisory posts denotes APMs (GL officials), not in-charge
of an office i.e. Postmasters (PM cadre). Thus, this has created
dissatisfaction among the PM cadre. Moreover, PM Grade officials have completed
tenure at their present station as on 30.06.2018 as under please: -
(i) 4 years
(ii) 3 years
(iii) 2 years
Secondly, admission in education
institutes of most of wards of the PM Cadre officials have been completed. Now,
transfer of PM Cadre officials will affect the study/career of their wards at
this stage which is against the rules mentioned in volume of department of
Posts.
Therefore, this association requests
to reconsider the identification the posts of PM cadre according to Dte letter
mentioned above and postponed transfer orders till March-2019.
Hope! The Hon’ble Circle head
will intervene into the case & order the competent authorities under your
kind control to reconsider this proposal and will not neglect the welfare of PM
cadre.
