One more legal battle initiated by AIAPC basically for parity in RR for PM Gr-II & Gr-III with that of HSG-II & HSG-I

Dear Members,

Hon’ble CAT, Chandigarh Bench OA No 1434/2017 was disposed of 04/12/2017 with directions to consider the representation of AIAPC dated 21.07.2016 by passing a reasoned and speaking order within  a period of six weeks from the date of receipt of certified copy of the order. Accordingly, the DOP issued such order on 09.02.2018 stating that there is no disparity for promotion of Postmaster Grade-I & II with that of LSG & HSG-IIwhich in view of this association cannot be construed as areasoned and speaking order. 

Being aggrieved by such non-speaking order, AIAPC filed OA No 1296/2018 and the Hon’ble CAT Chandigarh Bench was pleased to issue notice to the Respondents for filing reply within four weeks.

So the Legal Battle is on. 

AIAPC is made for PM Cadre.

Outcome of the Hon’ble CAT, Chandigarh Bench OA No 1434/2017 which was disposed of with directions on 04/12/2017.

Directorate is seeking reasons wherein our POSTMASTER was deprived of promotion due to delay in posting vide letter No. 1-1/2018-SPB-II (SPB-II Section) dated 17.10.2018 addressed to All Chief Postmasters General with  copy to AIAPC. Directorate has called detailed report from all circles contention of association is true or false? AIAPC has to reply in solid way that where disparity occurs actually. So, all postmasters are requested to facilitate AIAPC for reply to Dte. For which all postmasters are requested to supply figures and facts at aiapcchq@gmail.com.

Format of information required to AIAPC is as under please: -

1. Name in full

2. Designation

3. Office of Posting with details of Division & circle

4. Date of joining in PM Grade-I

5. Position in Circle Gradation List/seniority list

6. Number of vacant posts in PM Grade-II in their respective circle for 2011-12 to 2016-17

7. Number of PM Grade-I promoted to PM Grade-II w.e.f. 2011-12 to 2016-17

Hopefully Postmaster Cadre will get its actually place in the department.

DoP extended 3% fitment benefits to Postmasters Grade-I on passing LDCE exam - Victory of Postmasters by sincere efforts of AIAPC

AIAPC CHQ letter No. AIAPC-49/Corr/2018-19 dated 27/08/2018 has ultimately worked and the Directorate(Posts) New Delhi vide its order No. 20-27/2015-SPB-II dated 15.10.2018 is pleased to extend 3% fitment benefits of pay fixation at time of promotion to the post of Postmaster Grade-I who already availed MACPS-I, II, III & thereafter passed LDCE of PM Grade-I.  

AIAPC Punjab Circle gratitude to  AIAPC CHQ & Department of Posts and greets to postmasters to celebrates victory. It estimates that eligible postmasters will get benefits of Rs.50000/-100000/-.

CPMG Punjab Circle clarified on sensitive posts - PM cadre

In response of AIAPC Punjab Circle letter No. AIAPC/Punjab/23/2018 dated 01.07.2018 regarding identification as most sensitive posts of PM Cadre, Circle office Punjab vide its letter No. Vig-R/Corr/2018 dated 24.07.2018 clarified and circulated in whole Punjab Circle that the posts of PM cadre comes under sensitive posts and tenure is 3 years. Respected Sir, 

               

                This association wishes to bring into your kind notice that many Postmasters of this cadre are eligible for MACPs and their MACPs are due as per Circle Gradation List corrected as on 01.07.2014, but it emphasis most of the Divisional Heads are not interested to conduct DPC for MACP timely or consider eligible Postmaster Cadre officials for MACPs. As a consequence, many Postmasters are being deprived of financial upgradation as per DoPT’s instructions contained in OM No.35034/3/2015-Estt.(D) dated 19.05.2009, 28.09.2016, Department of Posts memo No. 4-7/(MACPS)/2009-PCC dated 18.9.2009, Department of Posts order No. 7-8/2016-PCC (Pt) dated 02.07.2018 & CCS (RP) Rules,2016.

                It is, therefore, requested to issue instructions to all Divisional Heads in Punjab Circle to conduct DPC for eligible Postmaster Cadre officials and consider them for financial upgradation under MACP scheme.

Punjab Postal Circle issued instructions to all Divisional Heads to address correctly of PM cadre

As per para No. 5 of AIAPC Punjab Circle letter No. AIAPC/Punjab/25/2018 dated 23.07.2018 on the subject regarding major/miner issues - PM cadre, Punjab Postal Circle Office issued instructions circulated to all Divisional Heads to address correctly to PM cadre officials as per their designations viz. Postmaster Grade-I, II, III vide letter No. STC/18-27/R-2018/Corr dated 04.10.2018. Xerox copy of said letter of circle office is reproduced below: -
