ORDER

Sub: Cadre Restructuring of Group ’C’ employees in Department of Posts.

The Cadre Restructuring of Group-C employees of Department of Posts has been undertaken in consultation with Department of Expenditure , Ministry of Finance in pursuance of the approval concurrence of the Department of Expenditure vide ID No. 2(45)E.III Desk/2015 dated 12th May,2016 , a list at distribution of the posts containing the existing and revised posts of Postal Assistants, Lower Selection Grade, Higher Selection Grade II & I and also a few HSG-I (Non-Functional Grade) is enclosed for implementation with the following instructions:

a) The post of SPMs in Single Handed and Double Handed Post Offices to the cadre of LSG posts (GP Rs.2800) shown in the annexure now allotted to the Circle , will be placed in the Grade Pay of Rs.2800/- in the Pay Band-I..

b) The post of SPMs in Triple Handed Post Offices, in the extent of HSG-II posts (GP4200) shown the annexure now allotted to the Circle and all other existing norms based LSG Posts in Post offices will be placed in the Grade Pay of Rs.4200- in the Pay Band-II. In no case, the total number of HSG-II posts shall exceed the number of posts allotted to the Circle.

c) Existing posts in HSG-II to the extent of posts now allotted and shown in the annexure , will be placed in the Grade Pay of Rs.4600/- in the Pay Band-II along with the existing HSG-I Posts . Remaining HSG-II posts if any shall remain in the GP of Rs.4200 only. In no case, the total number of HSG-I posts shall exceed the number of posts allotted in the Circle.

d) The Cadre Restructuring of these posts are only in respect of the posts from Postal Side other than the posts of RMS ., Circle and Regional Offices and SBCO Wings.

e) If the revised number of posts is in excess of the existing strength of a particular grade the difference will be deemed as newly sanctioned posts in that grade . Similarly, if the revised number of posts is in a grade is less than the existing strength the number of posts equal to the difference will be treated as having been abolished in that grade.

f) The vacancies arising out of the restructuring will be filled up only from the amongst the official who fulfill the eligibility criteria laid down in the recruitment rules for the post.

g) The new HSG-I (Non Functional Grade) with the grade pay of Rs.4800/- is only for those who are senior most and completed not less than a minimum service of 2 years in HSG-I subject to the number of posts specified for the Circle in HSG-I (Non Functional Grade) (for example the number of NFG officials in AP Circle should never exceed (17) after following usual procedure of non functional upgradation(s).

2. These instructions will be effective from the date of issue of the orders. The actual benefit would however be admissible to the eligible officials from the date of actual promotion.

3. Receipt of the order may be acknowledged. Immediate action initiated and compliance report sent at the earliest.

FILLING UP OF SHORT TERM VACANCIES IN THE NEWLY INTRODUCED CADRE OF POSTMASTER

Sub: Filling up of short term vacancies in the newly introduced cadre of Postmaster-Reg.

I am directed to say that references are being received from Circles seeking clarifications with regard to filling up of the short terms vacancies in Postmaster Grade-I,II & III. It has been reported that representations have been received from Postmaster Grade-I /II officials asking for officiating promotion to Postmaster Grade-II/III although such officials do not fulfill the prescribed eligibility criteria stipulated under the relevant Recruitment Rules.

2. It has been clarified vide Dte's letter of even number dated 7/8-2.2011 that the posts of Postmaster Grade-III should not be filled up under initial constitution clause by appointing HSG-I officials for the reason that sufficient number of regular officials in HSG-I would not have become available. It was further clarified that these posts can be filled up only after reviewing the position in the light of options received from eligible officials and appropriate decision taken by the Directorate in the matter. As per clarification No. 4 of Directorate's letter of even number dated 10.2.2011, the posts identified for Postmaster Cadres will be deemed to have been designated as Postmaster Grade-I, II & III with effect only from the dates those are filled up regularly. Therefore, the Post of Postmaster Grade III will be deemed to be so designated only when these are filled up through initial constitution clause. Infact, in terms of the clarification No.4 dated 10.2.2011, these posts cannot be treated as vacant by the Circle. In the given circumstances when at present there are no posts of Postmaster Grade-III in existence, the question of filling up through officiating arrangement does not arise. Thus, till the posts so identified as Postmaster Grade-III will continue to be manned by officials in General line.

3. Regarding officiating arrangement in the vacancies of more than 45 days in Postmaster Grade-I & II, which have become vacant after they are designated as Postmaster Grade-I & II by filling up through initial constitution as clause as per the provisions of Recruitment Rules, the clarification No. 3 given vide Dte. Letter of even number dated 10.2.2011 was issued stating inter-alia that for filling up of leave vacancies / adhoc vacancies for more that 45 days in Postmaster Grade, the procedure prescribed in Dte's letter No. 137-99/2009-SPB.II dated 23.12.2009 should be followed. It is envisaged in the said letter that only those employees in feeder grade fulfilling the eligibility condition prescribed in the Recruitment Rules should be considered for ad-hoc promotion. 

4. Subsequently, Directorate has issued instructions vide letter No. 137-64/2010-BPG.II dated 28.7.2011 permitting grant of officiating pay and Allowances to Selection Grade Officials who officiated in LSG/HSG-II/HSG-I posts in term of Rule 27 of Postal Manual Vol. IV against the vacancies not exceeding three months. As per this Rule, the list of approved officers is prepared by the DPC and approved by the appointing authority and only when administrative exigencies required it, a person not in the list or not the first in order in the list may be appointed.

5. Similar benefit has also been allowed to Selection Grade officials in terms of Rule 50 of Postal Manual Vol. IV which provides for officiating arrangement against the vacancies of short duration i.e. not more than one month and more than four months in the cadres in which promotion is made from officials working in different stations, sub-divisions or divisions in a Circle and in the cadres in which promotion is made from officials working in the same office or station.

6. In view of the above, to make officiating arrangements in vacancies not exceeding three months and vacancies of short duration i.e. not more than one and four months in Postmaster Grade I & II, which become vacant after they are designated as Postmaster Grade-I & II, the Circles may follow the instructions contained in Dte. Letter No. 137-64/2010-SPB-II dated 28..7.2011.

Brief description of MEMO PAD in DOP Finacle

  • We can raise the objection in DOP Finacle by using the MEMO PAD.
  • Most of them will get the doubt what is MEMO PAD. The solution for this doubt will be followed in the below explanation.

What is MEMO PAD ?

  • Memo pad is an area where we can write some information related to that account and the same information will be auto populated when we perform the transactions on that account.
  • In simple terminology MEMO PAD may be termed as notification message.
  • The MEMO PAD screen shot in DOP Finacle will be as shown in the below figure

  • There are two types of Memo pads in DOP Finacle there are
System generated MEMO PA
User created MEMO PAD

System generated MEMO PAD :- 

  • A system generated MEMO PAD is a memo pad which will be created by the system automatically there will not be any user intervention for this type of memo pad in Finacle.
Note :- Please note that system generated memo pad cannot be deleted by the user. System will auto delete the memo pad once the modification done is either verified or cancelled.

User created MEMO PAD :- 

  • User created MEMO PAD is nothing but MEMO PAD created by the user about a particular customer/ account such as documentation incomplete such as PAN not submitted or any other information regarding the irregularity noticed to that customer/account.
  • When we try to perform the transaction for such accounts then the system will throw an exception such as MEMO PAD exists for that account then the user can view the MEMO PAD before proceeding for the transactions.

Advantages of MEMO PAD :- 

  • Memo pad creation will helps the counter staff to notify the pending documents related to that account for which memo pad exists hence it will be very handy to collect the missing documents or any irregularities to that specified account
  • Memo pad will be very handy for SBCO staff in DOP they can write the objection for such account so that when user performs the transactions system will notify the message it will ease to clear

Meghdoot Postman 7.9.6 for RICT Rolledout Offices

1. Prerequisite 

This update is given for the offices using RICT option already (Meghdoot 7.9.4) and updated to Meghdoot 7.9.6 recently, but not able to invoice eMOs to BOs in RICT.

2. Installation/Up-gradation Procedure 

  1. Stop all application related to eMO. Please take backup of emo database.
  2. Upgrade emo database by executing up gradation script provided using script tool.
  3. Replace existing eMOClient.exe with the new eMOClient.exe provided. 
  4. Run the Postman_RICT.exl using script tool
  5. Rename the existing Postman.exe and copy the new Postman.exe to the application installation folder.
  6. Delete the existing EMODelivery.dll and EVPDelivery.dll files and copy the new EMODelivery.dll and EVPDelivery.dll files in the Postman folder and then register the same.
  7. Make sure that BOs are properly mapped in Postman –Supervisor-My office-Branch Offices option.

New features added

New Features:

1. eMOs can be invoiced to BOs even without printing of eMO form.

2. Once an eMO is invoiced to BO and data generated for RSI system then no deletion/modification be done for invoiced eMOs. However, invoiced eMOs can be viewed in the View tab of invoice screen (screenshot displayed below)

3. It should be taken care that if the eMOs are invoiced to RSI BOs then returns should not be taken in Postman Module. Returns will be updated automatically from RSI system.

Withdrawal limit to be eased to Rs.4000/- per day

As Prime Minister Narendra Modi gets ready to address the nation after almost 50 days into demonetization on December 30, a reliable source told DNA that the government was seriously considering relaxing current restrictions on withdrawals from banks and ATMs from Rs 2,500 per day and Rs 24,000 per week to Rs 4,000 per day and Rs 40,000 per week respectively.

Modi had sought 50 days to normalise the liquidity situation after he made Rs 500 and Rs 1,000 notes illegal from November 8 midnight.

A source in the government, who spoke on condition of anonymity, said since the shortage of cash continued to persist, the restriction on withdrawal may not be completely removed but would be eased.

"Today, for instance, the restriction is Rs 24,000 per week and Rs 2,500 per day; they might increase that to Rs 4,000 per day and Rs 40,000 per week, but nevertheless, will continue with the restrictions. All of this is expected to be announced by the PM on December 30 evening. He is planning an address (to the nation) at 8 pm in which he is going to connect what he said on November 8 and ask countrymen to be patient," he said.

Also, the government is contemplating an ordinance to restrict holding of banned notes and penalising their possession of beyond a certain limit after December 30. However, the ordinance is likely to be issued only after the liquidity situation improves. "That (ordinance) is being discussed very seriously, but there are two specific challenges. One is that in terms of the RBI (Reserve Bank of India) notification issued on November 8 that even after January 1 people have time till March 31 to deposit with RBI. Technically the ordinance can't be issued with effect from January 1 because if they say that holding the currency is illegal after January 1, then those who would have planned to deposit it with the RBI (after December 30) will not have that window (given by the government earlier)," said a source.

The second issue was shortage of liquidity in the economy; "even today, the country is largely running on Rs 2,000 note. Other denomination notes have not yet been made available and the process of contracting for new currency notes has just started. The problem is not going to vanish from first week of January," he said.

According to the source, tenders for printing of new currency notes of Rs 500 and Rs 2,000 were issued from December 22. "The government can't just call anybody and ask them to do it. They have to buy the paper, the ink, open tender, and then do it," he said.

Also, the government does not want to take any unpopular decision. "With the after-effects of demonetization still lingering, it does not want to become more unpopular—saying on one hand that holding old money is illegal and you can be penalised, while on the other it still cannot meet the currency demand," he said.

Law Ministry rejects Finance move to link small savings to Aadhaar

Ahead of launching the demonetisation drive, the Finance Ministry had sought Law Ministry’s opinion whether Aadhaar submission could be made compulsory for small savings scheme.

The Law Ministry has turned down Finance Ministry’s proposal that a person investing in small savings schemes — these attract gross deposits of over Rs 2 lakh crore each year — be made to link the accounts to his or her Aadhaar number.

Ahead of launching the demonetisation drive, the Finance Ministry had sought Law Ministry’s opinion whether Aadhaar submission could be made compulsory for small savings schemes like Kisan Vikas Patra, Public Provident Fund, National Savings Certificate, Senior Citizen Saving Scheme and Sukanya Samriddhi Yojana.

The rationale put forth by Finance Ministry’s Department of Economic Affairs (DEA) was that individuals evade scrutiny by parking cash below Rs 50,000 into multiple small savings accounts because such deposits (below Rs 50,000) do not seek permanent account number (PAN) details.

The Law Ministry turned down DEA’s proposal on October 4 saying such schemes cannot be notified as “service within the meaning of Section 7 of the Aadhaar Act” since small savings are serviced under the Public Account Fund of India and not the Consolidated Fund to which the Aadhaar Act applies.


Section 7 of the Act states that the government can ask an individual to furnish his Aadhaar number to establish his identity “as a condition for receipt of a subsidy, benefit or service for which the expenditure is incurred from, or the receipt therefrom forms part of, the Consolidated Fund of India”.
Not satisfied with the legal opinion, the DEA once again approached Law Ministry to reconsider the October 4 advice, saying that the fresh reasoning for bringing small savings under the Aadhaar ambit was that the “expenditure incurred to campaign for small savings scheme was derived from the Consolidated Fund”.

On December 14, Law Ministry reiterated its earlier opinion and directed that all transactions relating to these schemes should be accounted from the Public Account Fund as per the National Small Savings Fund (Custody & Investment) Rules.

Quoting a 2001 order of a Constitution Bench of the Supreme Court, the Law Ministry said “when a statute vests certain power in an authority to be exercised in a particular manner, the said authority has to exercise it only in the manner provided in the statute itself”.

In fiscal 2014-15, deposits in small savings schemes were Rs 289,080 crore while withdrawals were Rs 248,667 crore.

Fresh guidelines on Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 issued by DoPT 
WCD Ministry will hold consultations on a regular basis on issues pertaining to the Act: Smt Maneka Sanjay Gandhi

The Minister for Women and Child Development, Smt. Maneka Sanjay Gandhi, had held a review meeting on implementation of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 on 26.10.2016. During the meeting, some cases of sexual harassment pending with certain ministries/ departments were also examined. On the basis of the discussions, it was decided that DoPT will issue fresh instructions so that some of the issues can be suitably addressed.
On the basis of the decisions taken, DoPT has issued fresh guidelines regarding Sexual Harassment of Women at Workplace vide their Office Memorandum dated 22.12.2016. According to the O.M., following have to be observed by the ministries/departments and Internal Complaints Committees:
(i)         Brief details of the implementation of the Sexual Harassment of Women at Workplace Act including the number of cases received and disposed shall form a part of the Annual Report of all ministries/ departments and authorities there under.
(ii)        The enquiry of cases must be completed within 30 days and under any circumstances within 90 days from the date of the complaint.
(iii)       The ministries/ departments etc. have to keep a watch on the complainant so as to ensure that she is not victimized in any manner because of her having filed the complaint. The aggrieved woman has been given further option to send representation to the Secretary or head of the organization in case she feels that she is being victimized because of her complaint. The concerned authority will be required to dispose of this complaint within 15 days.
(iv)       All ministries/ departments etc. are now required to submit a monthly progress report to the Ministry of Women and Child Development so that the progress can be monitored.
Smt. Maneka Sanjay Gandhi, while appreciating DoPT for having quickly issued the guidelines, stated that the WCD Ministry shall continue to work on issues related to sexual harassment of women at workplace and she will be holding further consultations to see if there are any other areas which need to be looked into. The WCD Ministry will be coming out with a comprehensive plan to train the heads of Internal Complaint Committee under the Central Government Ministries/ Departments, the Minister added.

After approval of the Cabinet, the Guidelines for the promotion of payments through cards and digital means were issued on February 29, 2016. Among the steps to be taken was the constitution of the Committee by the Department of Economic Affairs (DEA), Ministry of Finance with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. Accordingly, a Committee was constituted under the Chairmanship of Shri Ratan P. Watal, Former Finance Secretary and Principal Advisor, NITI Ayog on August 23, 2016. The Committee has submitted its Report, which is uploaded on the website of the Ministry of Finance at http://finmin.nic.in.

Comments/suggestions from the members of public are requested within 15 days of hosting the Report on the website of the Department of Economic Affairs, Ministry of Finance. Decision on the Report will be taken after considering the comments/suggestions received on the Report.

Feedback/comments on the said Report may be sent to the Coin and Currency Division of the Department of Economic Affairs, Ministry of Finance at currency-dea@gov.in within 15 days from the date of uploading of the said Report.

Many of us are facing shortage below 50%. Many Postmasters Grade-I are working with 1 + 1 staff position.  Postmasters are helpless to work on counters. Now question arises that how can they supervisor on finacle or mail department? Sir, this cadre played vital role in generating revenue for department as well as shine image of department in the general public. The young dynamic postmasters are ready for all challenges like generating revenue, achieving allotted targets, but with acute shortage of staff how can we succeed?  This not only creates loss to department in revenue, but also de-moralize postmasters of this cadre.

But as it also came notice that many circles have already held DPC for Postmaster Grade-II & given regular promotions to Postmaster Grade-I for Grade-II. Punjab Circle is already delay for holding DPC as Directorate already issued for one time relaxation measurement orders vide its letter No. 04-43/2013-SPB-II dated 28.04.2016. Sir, delay for holding DPC, will not charm for eligible officials as it is already delayed for 9 months, besides financial loss too. All Postmasters of 2011 batch (first batch) have completed 5 years service.
