OFFICIAL NOTIFICATION 
As per the Notification G.S.R. 14(E) Dated 06.01.2017 every person who has Bank account but has not furnished his PAN number to the bank at the time of opening of Bank account or subsequently is required to furnish PAN before 28.02.2017. Relevant Portion of Notification is reproduced as follow :-

In the Income-tax Rules, 1962 (hereinafter referred to as the principal rules), in rule 114B, after the third proviso, the following proviso shall be inserted namely,—

“Provided also that a person who has an account (other than a time deposit referred to at S.No.12 of the Table and a Basic Saving Bank Deposit Account) maintained with a banking company or a cooperative bank to which the Banking Regulation Act, 1949 (10 of 1949), applies (including any bank or banking institution referred to in section 51 of that Act) and has not quoted his permanent account number or furnished Form No. 60 , as the case may be, at the time of opening of such account or subsequently, he shall furnish his permanent account number or Form No. 60 , as the case may be, to the person specified in clause (c) of sub-rule (1) of rule 114C on or before the 28th day of February, 2017.”

Commemorative Stamps on Legendary Singers of India – 30th December 2016.

Department of Posts released a set of ten commemorative stamps and a miniature sheet on Talat Mahmood, Manna Dey, Mohammed Rafi, Kishore Kumar, Mukesh, Hemant Kumar, Bhupen Hazarika, Geeta Dutt, T. M. Soundarajrajan and Shamshad Begum under Legendary Singers series on 30th December 2016.

Talat Mahmood (February 1924 – 9 May 1998) is considered one of the greatest male singers in India. A born singer with an intuitive sense of beauty, charm and grace; a legendary Indian playback singer who created his own new style of ghazal singing which was to be followed afterwards. Talat Mahmood received Padma Bhushan in 1992, in recognition of his artistic contributions in the spheres of cinematic and ghazal music.

Prabodh Chandra Dey (1 May 1919 − 24 October 2013), known by his stage name Manna Dey, was a playback singer. He debuted in the film Tamanna in 1942, by this song "Upar Gagan Bishal" and went on to record more than 4,000 songs from 1942 to 2013. The Government of India honoured him with the Padma Shri in 1971, the Padma Bhushan in 2005 and the Dadasaheb Phalke Award in 2007. Manna Dey sang in all the major regional Indian languages, though primarily in Hindi and Bengali. His peak period in Hindi playback singing was from 1953 to 1976.

Mohammed Rafi (24 December 1924 – 31 July 1980) was one of the most popular singers of the Hindi film industry. Rafi was notable for his versatility; his songs ranged from classical numbers to patriotic songs, sad lamentations to highly romantic numbers, qawwalis to ghazals and bhajans. He was known for his ability to mould his voice to the persona of the actor, lip-synching the song on screen in the movie. Between 1950 and 1970, Rafi was the most sought after singer in the Hindi film industry. He received six Filmfare Awards and one National Film Award. In 1967, he was honoured with the Padma Shri award by the Government of India. Rafi is primarily noted for his songs in Hindi, over which he had a strong command. It is believed that he sang about 7,400 songs in many languages. He sang in other Indian languages including Assamese, Konkani, Bhojpuri, Odia, Punjabi, Bengali, Marathi, Sindhi, Kannada, Gujarati, Telugu, Magahi, Maithili and Urdu. Apart from Indian languages, he also sang songs in English, Farsi, Arabic, Sinhalese, Creole and Dutch.

Kishore Kumar (4 August 1929 – 13 October 1987) was a famous playback singer, actor, lyricist, composer, producer, director and screenwriter. He is considered one of the most successful playback singers of the Hindi film industry. Apart from Hindi, he sang in many Indian languages including Bengali, Marathi, Assamese, Gujarati, Kannada, Bhojpuri, Malayalam, Odia, and Urdu. He has also sung in private albums in several languages especially in Bengali which are noted as all-time classics. He won 8 Filmfare Awards for Best Male Playback Singer and holds the record for winning the most Filmfare Awards in that category. He was awarded the "Lata Mangeshkar Award" by the Madhya Pradesh government and from that year onwards, the Madhya Pradesh Government initiated a new award called the "Kishore Kumar Award" for contributions to Hindi cinema.

Mukesh Chand Mathur (22 July 1923 – 27 August 1976), better known mononymously as Mukesh, was a playback singer of Hindi movies. Along with Mohammad Rafi, Manna Dey and Kishore Kumar, he was one of the most popular and legendary singer of his era. Amongst the numerous nominations and awards he won, his song "Kai Baar Yuhi Dekha Hai" from film Rajnigandha (1973) won him the National Film Award for Best Male Playback Singer. Mukesh was also popular as being the voice of the actor Raj Kapoor. Mukesh's voice was first noticed by Motilal, a distant relative, when he sang at his sister's wedding. Motilal took him to Mumbai and arranged for singing lessons by Pandit Jagannath Prasad. During this period Mukesh was offered a role as an actor-singer in a Hindi film, Nirdosh (1941). His first song was "Dil Hi Bujha Hua Ho To" as an actor-singer for Nirdosh. He got his break as a playback singer for actor Motilal in 1945 with the film Pehli Nazar with music composed by Anil Biswas and lyrics written by Aah Sitapuri. The first song that he sang for a Hindi film was "Dil Jalta Hai To Jalne De".

Hemanta Mukherjee, often credited as Hemant Kumar (16 June 1920 – 26 September 1989), was a playback singer, music director and film producer, who sang in Bengali, Hindi and other Indian languages. He won two National awards for the category best male playback singer. Hemanta was born in the city of Varanasi, India. His family originated from Baharu village in West Bengal. They migrated to Kolkata in the early 1900s. Hemanta grew up there and attended Nasiruddin School and later Mitra Institution school of Bhawanipore area. There he met his longtime friend Subhas Mukhopadhyay who later became a Bengali poet. During this time, he developed a friendship with the noted writer Santosh Kumar Ghosh. At that time, Hemanta wrote short stories, Santosh Kumar wrote poems and Subhash Mukhopadhyay sang songs.

Bhupen Hazarika (1926–2011) was a lyricist, musician, singer, poet and film-maker from Assam, widely known as Sudhakantha. His songs, written and sung mainly in the Assamese language by himself, are marked by humanity and universal brotherhood and have been translated and sung in many languages, most notably in Bengali and Hindi. His songs, based on the themes of communal amity, universal justice and empathy, have become popular among the people of Assam, besides West Bengal and Bangladesh. He is also acknowledged to have introduced the culture and folk music of Assam and Northeast India to Hindi cinema at the national level. He received the National Film Award for Best Music Direction in 1975. Recipient of Sangeet Natak Akademi Award (1987), Padmashri (1997), and Padmabhushan (2001), Hazarika was awarded with Dada Saheb Phalke Award (1992), India's highest award in cinema, by the Government of India and Sangeet Natak Akademi Fellowship (2008), the highest award of the Sangeet Natak Akademi, India's The National Academy for Music, Dance and Drama. He was posthumously awarded the Padma Vibhushan, India's second-highest civilian award, in 2012. Hazarika also held the position of the Chairman of the Sangeet Natak Akademi from December 1998 to December 2003.

Geeta Dutt (born Geetā Ghosh Roy Chowdhuri; 23 November 1930 – 20 July 1972 was a prominent singer, born in Faridpur before the Partition of India. She found particular prominence as a playback singer in Hindi cinema. She also sang many modern Bengali songs, both in film and non-film genre. Geeta Ghosh Roy Chowdhuri was one of 10 children born to a wealthy Zamindar family in a village named Idilpur, presently under Gosairhat Upzilla of Shariatpur District, Bangladesh, formerly under Faridpur district in Bengal, British India. Her family moved to Calcutta and Assam in the early forties, leaving behind their land and properties. In 1942, her parents moved to an apartment in Bombay. Geeta was twelve and continued her schooling at the Bengali High School.

Thoguluva Meenatchi Iyengar Soundararajan (24 March 1922 – 25 May 2013), popularly known as TMS, was a playback singer in Kollywood for over six decades. He gave his voice to actors and thespians in the South Indian film industry such as M. G. Ramachandran, Sivaji Ganesan, N. T. Rama Rao, Gemini Ganesan, S. S. Rajendran, Jaishankar, Ravichandar, AVM Rajan, Muthuraman, Nagesh, Rajkumar and A. Nageswara Rao. He also gave his voice to many new generation actors like Kamalahasan, Rajanikanth, Vijayakanth, Satyaraj, Rajesh, Prabhu, Vijaya Kumar and in five generation actors. He has sung over 20,000 film songs from more than 5,000 films. He has sung over 3,000 devotionals classical songs. He has also given classical concerts since 1945. In a career spanning over 6 decades he has recorded film songs in eleven languages including, Tamil, Kannada, Telugu, Hindi, Malayalam and other Indian languages. He also composed music for many of the ever-green devotional songs that were recorded. He was the music director for the film "Bala Parikshai". His peak period as a male playback singer in the South Indian film industry was from 1955 to 1985. Soundararajan died on 25 May 2013 at his residence in Mandaveli, Chennai due to illness. He was 91 years old at the time of his death.

Shamshad Begum (14 April 1919 – 23 April 2013) was an Indian singer who was one of the first playback singers in the Hindi film industry. She had a distinctive voice and was a versatile artist, singing over 6,000 songs in Hindi and the Bengali, Marathi, Gujarati, Tamil and Punjabi languages and of them 1287 songs were Hindi film songs. She worked with maestros including Naushad Ali, S. D. Burman, C. Ramchandra and O. P. Nayyar. Her songs from the 1940s to the early 1970s remain popular and continue to be remixed. She was born in Lahore of modern day Pakistan on 14 April 1919, the day after the Jallianwala Bagh massacre took place in nearby Amritsar city. She was one of eight children, five sons and three daughters, born to a conservative Muslim family of limited means. Her father, Mian Hussain Baksh Maan, worked as a mechanic, and her mother, Ghulam Fatima, was a pious lady of conservative disposition, a devoted wife and mother who raised her children with traditional family values.

Here’s a step-by-step guide on how to use the BHIM app:
1. Android users can download the application from Play Store by searching for ‘BHIM’. The app is not available for iOS users yet.
2. Install the application and choose your language. The app will prompt you to verify your phone number using an SMS. Click on Next and wait for the verification process to be completed.
3. Once the verification is complete, input a four digit passcode.
4. After a passocode is set, the app will ask you to select your bank. Once the bank is selected, the app automatically picks up your details using your phone number. Select the primary bank account that will be used for all your transactions.

5. The app displays three options — send, request and scan/pay. Transactions are possible only between verified phone numbers.
6. To send money to someone, type in their phone number and the amount to be transferred. The app will prompt you to input your MPIN, usually a four or a six digit code that authenticates a mobile transaction.


7. Likewise, you can request money from someone, using their phone number.
8. The third option, scan & pay, allows users to transfer money using a QR code, a two dimensional black and white barcode which can be decoded by a smartphone or a tablet. Each phone number is assigned a QR code which can be accessed under profile on the home screen.

How employees can make full use of their Leave Travel Allowance?

In many organisations, the year-end holidays are a norm. In others, the employees apply for long leave in advance, well ahead of their travel schedule. And if the travel costs are reimbursed by the employer, nothing like it. 

Employees who are eligible for Leave Travel Allowance (LTA), as part of their Cost-to-Company (CTC), can claim reimbursement of expenses incurred on travel. This reimbursement is not included in taxable income subject to certain limits and conditions. LTA tax break can be claimed for travel of self and family members for journeys undertaken only within India. 



Family includes spouse and children, whether dependent or not, and parents, brothers, sisters who are fully or mainly dependent on him. LTA tax break is not available for more than 2 children if born after 01.10.1998. This restriction does not apply to children born before 01.10.1998. 
The non-taxable reimbursement of travel costs is limited to the actual expenses incurred on air, rail and bus fares only. No other expenses, like local conveyance, sightseeing, etc., qualify for the tax break, which is not available every year. It is available for 2 journeys in a block of 4 years. The block applicable for the current period is calendar year 2014-17. The previous block was calendar year 2010-2013. 

Air travel 

The LTA amount for which tax break can be claimed in case of air travel is the lower of the economy class fare of the national carrier by the shortest route or the actual amount spent, whichever is less. 

Train journey 

The LTA amount eligible for tax break here is the lower of the air-conditioned first class fare by the shortest route or the actual amount spent. The same rule applies to the journey undertaken by any other mode, such as a private taxi, and the place of origin and destination are connected by rail. 

Other travel modes 

Sometimes, the place of origin and destination are not connected by rail or even by air, and the journey has to be undertaken by some other mode of transport. In such a case, the LTA tax break will be available if: 
(a) Recognised public transport exists. 
The exemption will be lower of first class or deluxe class fare by the shortest route or the actual amount spent. 
(b) No recognised public transport exists. 
The exemption will be lower of the air-conditioned first class rail fare by the shortest route (if the journey has been undertaken by rail) or the actual amount spent. 

Multi-destination journey 

Travelling isn't necessarily from one place to another. One may travel to different locations on a single trip. Where the journey is performed in a circular form touching different places, the LTA tax break is limited to what is admissible for the journey from the place of origin to the farthest point reached by the shortest route. 

Carry over 

If an employee has not availed of LTA for one or two permitted journeys in a particular block of 4 years then he is entitled to carry one journey over to the next block. In such a situation, the exemption will be available for 3 journeys in the next block. 

However, to make use of this benefit, the exemption with respect to the journey has to be utilised in the first calendar year of the next block. In other words, in case of a carry over, the exemption is available with respect to 3 journeys in a block, provided the exemption with respect to at least 1 journey is claimed in the first year of the next block. 

Availing LTA tax break 

To avail of the tax break, the employee has to furnish documentary evidence of the travel to the employer. In case you don't travel at all or you don't submit the travel bills, the LTA amount gets paid as part of the employee's salary after tax deduction as per the applicable income slab.The LTA tax break is in the nature of a reimbursement which is not taxed, therefore, it is with respect to the actual expenditure on fare. Hence, if no journey is performed, no tax break is available. 

Conclusion 

Even though the rules set by Income-tax Department are crystal clear, the accounts department of several organisations may follow their own set of guidelines. Therefore, before availing of any such exemption, it's better to get clarity, well in advance.

7th Pay Commission: No arrears on allowances to Central Government employees

New Delhi, January 5: Central government employees eagerly waiting for the implementation of 7th Pay Commission will won’t be happy to learn that the Union Government has decided that ‘no arrears on allowances will be given to central government employees’ after the recommendations made by 7CPC is implemented. The 7th Pay Commission recommendation made by the committee will be implemented only after elections in five state comes to a conclusion. After Elections in Uttar Pradesh, Uttarakhand, Punjab, Goa and Manipur is completed central government employees can expect higher allowances, a Sen Times report suggested.
According to Sen Times report which quoted an unidentified source from Finance Ministry confirmed that “No arrears on allowances will be given to employees”.

The announcement of both higher allowances and implementation of 7CPC will come after March, almost nine months after Union Government implemented the recommendations made by Justice A K Mathur committee.

In November 2015, Justice A K Mathur, Chairman, 7th pay Commission had tabled a report to Finance Minister Arun Jaitley recommending 14.27 per cent hike in basic pay, an increase in overall salary, allowances and pensions to be increased by 23.55 per cent. The increase in allowance will be higher by 63 per cent while pensions to rise by 24 per cent.

Justice Mathur had recommended of abolishing 51 allowances and subsuming 37 others out of 196 allowances, so the government hiked the basic pay but referred hike in allowances other than dearness allowance.

In October the ‘Committee on Allowances’ finalised the report but the government gave then the extension till February 22, 2017, to submit its report for getting normalised the cash crunch position.

The Election Commission on Wednesday announced elections to state assemblies in Uttar Pradesh, Uttarakhand, Punjab, Goa and Manipur. In these five states, the election will start on February 4 and will end on March 8 and the results of which will be announced on March 11.

On Wednesday the Election Commission also made it clear that the model code of conduct will come into force with immediate effect.

The central government employees are getting allowances under the 6th Pay Commission recommendations.

Loads of coins await pensioners at ‘cashless’ post offices

CHENNAI: Facing a cash crunch due to demonetisation, India Post is planning to disburse pensions to senior citizens through coins, according to Chief Post Master General Tamil Nadu Circle Charles Lobo.

Lobo said the postal department is unable to pay the pensions of senior citizens due to the shortage of Rs 100 denomination notes in circulation.

“We have been able to disburse partial pension of Rs 500 but we are not able to disburse the full amount due to cash crunch faced by the banks,” Lobo said.

“As a result, we are planning to disburse pension in the form of Rs 10 coins,” he said. The pension amounts of senior citizens, after being cleared by the Tahsildar, is routed through post offices in the form of a money order. While the State has moved some old-age pension accounts to banks, many continue to be with post offices.

“In Park Town, we have 66 elderly pensioners who are yet to be provided with Rs 1,000 pension. The issue is we are dependent on banks like State Bank of India, Indian Bank or Indian Overseas Bank for cash and most of the times we are unable to get it. This has resulted in severe cash crunch in rural areas, he added.

Interestingly, post offices would soon get cash directly from Reserve Bank of India once India Post starts banking operations in March. Lobo also said that inter-operability of ATMs of post offices with other banks have technically started from New Year but the scheme has yet to be inaugurated.

“Under this, the debit card issued to post office account holders can now be swiped at any bank ATM to access cash,” he said.


Currently, Post Office has issued one lakh debit cards to its account holders, according to data. “We are planning to issue another one lakh by January end,” Lobo added about the department’s plans.

Khehar sworn in as 44th Chief Justice of India

New Delhi, Jan 4 (PTI) Justice Jagdish Singh Khehar, who led the five-judge constitution bench in the Supreme Court which had struck down the controversial NJAC Act for appointment of judges, was today sworn in as the 44th Chief Justice of India.

President Pranab Mukherjee administered the oath of office and secrecy to Justice Kehar at the Darbar Hall of Rashtrapati Bhawan.

Khehar took oath in the name of God in English at the ceremony where the Opposition was conspicuous by its absence.

Then CJI, T S Thakur had last month recommended the name of Justice Khehar, the senior-most judge of the Supreme Court, to be his successor.

Justice Khehar, 64, will be the first Chief Justice from the Sikh community. Justice Thakur demitted office yesterday.

Justice Khehar will hold the tenure for over seven months till August 27.

Besides heading the bench in NJAC matter, Justice Khehar has also headed a bench which had set aside the imposition of President's rule in Arunachal Pradesh in January.

He was a part of the bench which sent Sahara chief Subrata Roy to jail while hearing the matter relating to the refund of money invested by people in his two companies.

Justice Khehar also headed a bench which recently gave a significant verdict holding that the principal of 'equal pay for equal work' has to be made applicable to those engaged as daily wagers, casual and contractual employees who perform the same duties as the regulars.

While the turf war between the judiciary and the executive over the appointment of judges for higher judiciary has intensified, Justice Khehar on the occasion of Constitution Day on November 26 had responded to the tirade from Attorney General Mukul Rohatgi by saying the judiciary was working within its "lakshmanrekha".


"Judiciary is mandated to shield all persons, citizens and non-citizens alike, against discrimination and abuse of State power. Liberty, equality and dignity of citizen have flourished substantially in India due to the pro-active role of judiciary in the country," he had said.

President appoints Professor David Syiemlieh as UPSC Chairman

President Pranab Mukherjee, Monday, appointed well-known academician Professor David Reid Syiemlieh as the Chairman of the Union Public Service Commission (UPSC).

The Press Information Bureau (PIB) released the following statement: “The President has appointed Prof. David R. Syiemlieh, Member, Union Public Service Commission, to perform the duties of the post of Chairman, Union Public Service Commission, with effect from the forenoon of January 4, 2017 till further orders or till completion of his term as member on 21.01.2018, whichever is earlier.”

63-year-old Syiemlieh was functioning as a UPSC member from June 25, 2012, and will succeed Alka Sirohi as the Chairman of the commission.

He is the second person from Meghalaya to be appointed as the head of UPSC after Rose Bathew Kharbuli, the first woman chairperson of the Commission, in early 1990s.

Prof Syiemlieh has previously served as Pro-Vice-Chancellor, North-Eastern Hill University and Vice-Chancellor of the Rajiv Gandhi University, Itanagar.

Good news: RBI asks banks to ensure 40% notes are supplied to rural areas through rural Banks/Post Offices/ATM

With the note ban impact in rural areas, where mobile phone penetration, especially in terms of making digital payments, is very poor, the public had found it tough to carry on their day-to-day business. (Reuters)

With the note ban impact on larger towns and cities abating fast, the Reserve Bank of India (RBI) has turned its attention to rural India where the situation is still not back anywhere near normal. Looking to bring relief, the central bank today issued an order saying that sending currency notes to these areas must be speeded up and that the quantity of sums dispatched too must be raised. RBI has put a figure to it too, to ensure there is no confusion. It said that banks must supply at least 40 per cent of currency to rural areas. In a statement, RBI said, “Banks should advise their currency chests to step up issuance of fresh notes to rural branches of RRBs, DCCBs and commercial banks, white Label ATMs in rural areas & post offices in rural areas on priority basis which are considered main rural channels of distribution.”

With the note ban impact in rural areas, where mobile phone penetration, especially in terms of making digital payments, is very poor, the public had found it tough to carry on their day-to-day business as ATMs and banks did not have enough currency notes to distribute – even wages paid to workers were affected as there was no cash available. Also, the fact that Rs 2000 note was the most available note added to problems – it was difficult to make small purchases and get change in return from shops.

However, with queues almost disappearing in larger towns and the RBI in fact increasing the daily withdrawal limit to Rs 4,500, the worst of the demonetisation impact on the public is now almost over.

What is CSI?
Core system Integrator or in short CSI is a new software which will replace our legacy meghdoot modules completely. 
Yes all software which we are using now like Meghdoot Point Of Sale, Treasury, Sub Accounts, Accounts and Accountant module will be replaced by
  1. CSI Point Of Sale
  2. CSI Back Office and
  3. SAP
All our day to day transaction will be done using the above three new software only. These new software are developed by TCS and trust me they have done a great job. They have brought everything under one roof.

Not only operational post offices, but administrative offices like divisional offices, regional and circle offices must use CSI SAP module to do their daily works. 

Every thing is well organised in this new software. But the learning curve is a little steep. Counter operations are all bit easy but when it comes to the SAP part, things get really rough.

Our day to day work in sub offices is mostly done using CSI Point of Sale (PoS) and CSI Back Office softwares only.

With the help of these new products which we are going to use soon, our work will greatly reduce.

The duplication of work which we had to do will now completely be gone. Previously, whatever transactions we do at sub offices, were again had to be done at HO using Sub accounts and accounts module, the same transactions are to again accounted for in Circle Offices and again at the directorate level.

This repetition of work will completely be gone. Since all the transactions which take place at Sub offices or even branch offices will be stored in a central location and hence need not fed again in the system.We haven't got the official confirmation but, we think that there will not be any more SO daily accounts, schedules and stuff any more. Just do your work, tally the money and go home. Isn't it great? Yes absolutely.

But the only problem is getting used to the new software. No problem, just keep following our blog and you will be doing good.

"Death due to mosquito bite an accident"

New Delhi, Jan 1 (PTI) In a ruling that will benefit many insurance holders, the National Consumer Disputes Redressal Commission has held that death due to mosquito bite causing malaria is an accident.

"It is difficult for us to accept that the death due to a mosquito bite would not be a death due to an accident," Justice V K Jain said.

"It can hardly be disputed that a mosquito bite is something which no one expects and happens all of a sudden.

"As per the information available on the website of the insurance company, an accident may include events like snake bite, frost bite and dog bite. Hence it would be very difficult to accept the contention that malaria due to mosquito bite is a disease and not an accident," the commission said.

The order came on a claim filed by Mousami Bhattacharjee whose husband, Debasish, died in January 2012.

He had taken a housing loan from the Bank of Baroda and availed of an insurance policy of the National Insurance Company. The sum insured was payable in the event of his death.

When Mousami approached the insurer to enable them to liquidate the housing loan, the claim was rejected.

She then moved the district consumer forum in West Bengal in February 2014.

The insurer submitted before the forum that Debashish had died due to a mosquito bite and not due to an accident.

The forum had passed an order in Mousami's favour following which the insurance company approached the West Bengal Consumer Commission, but the appeal was dismissed in February.

Later, the insurance company had moved the National Commission.

31.12.2016 onward POSB Debit Card Holder can withdraw money from any Bank ATM and the same, Any Bank Debit Card Holder can also use India Post ATM. It is major step taken by Government to utilize DOP ATM now a days of Demonetization. The India Post has 1000 working ATM across the country and it can play a big role to reduce burden on Bank ATM.

RBI introduces Facility for Citizens and NRIs who were Abroad for Exchange of SBNs
The Reserve Bank of India has introduced a facility of exchange of specified bank notes (SBNs) to give an opportunity to Indian citizens and non resident Indian (NRI) citizens who were abroad during November 9, 2016 to December 30, 2016.

Resident Indian citizens who were abroad during November 9, 2016 to December 30, 2016 can avail this facility upto March 31, 2017 and Non Resident Indian citizens who were abroad during November 9, 2016 to December 30, 2016 can avail this facility upto June 30, 2017.



While there is no monetary limit for exchange for the eligible Resident Indians, the limit for NRIs will be as per the relevant FEMA Regulations. They can avail this facility in their individual capacity once during the period on submission of ID documents, such as, Aadhaar number, Permanent Account Number (PAN) etc, and on submission of documentary evidence showing they were abroad during the period and, that they have not availed the exchange facility earlier, Customs certificate about import of SBNs by NRIs etc. No third party tender will be accepted under the facility.

On fulfilment of the terms and conditions and the genuineness of the notes tendered, admissible amount will be credited to the tenderer’s KYC compliant bank account.

The facility will remain open for residents from January 2, 2017 to March 31, 2017 and for NRIs from January 2, 2017 to June 30, 2017.

This facility will be available through Reserve Bank offices at Mumbai, New Delhi, Chennai, Kolkata, and Nagpur.

Indian citizens resident in Nepal, Bhutan, Pakistan and Bangladesh cannot avail this facility.

Any person, aggrieved by the decision of the Reserve Bank may prefer an appeal to the Central Board of the Reserve Bank within fourteen days of the communication of such refusal to him. Such representations may be addressed to the Central Board, Reserve Bank of India, Secretary’s Department, Central Office Building, 16th Floor, Shahid Bhagat Singh Marg, Mumbai – 400 001.

The facility has been introduced in terms of Section 4 (1) of the Specified Bank Notes (Cessation of Liabilities) Ordinance, 2016 of the Government of India dated December 30, 2016 read with Notification S.O. 4251(E) dated December 30, 2016.

Good News! Bank customers can use Post Office ATMs and Post Office ATM can also use in other bank ATM Machine



Dear All,
As you are aware DOP ATMs are interoperable, however still under observation for a week. As many ATMs were not online/kept open, patches pushed centrally by switch team could not be deployed in such ATM sites. Due to this non DOP ATM cards are not working in those ATM locations.

As per directorate orders all the DOP ATMs should be functioning and kept open 24X7. Hence, kindly instruct all the ATM site located SOLs to personally check the ATM screen by using other bank ATM cards and do some sample transactions. If the other bank cards are not functional in those ATMs please consolidate such ATM location details with ATM ID and SOLID for taking up the issue with respective vendor for early rectification by 02/01/2017 1100 hrs positively.

Note:

Previously, people with accounts in postal department can only use the services of the India Post ATMs.

Now Reserve Bank of India (RBI) has approved the India Post's proposal for interoperability of its ATMs with other banks.

Equipped with a wide network of core banking solution (CBS) branches, Pensioners and other savings bank account holders, including Monthly Income Scheme (MIS) account holders with the postal department need not hence-forth wait in long queues for withdrawal of cash. They could withdraw up to a maximum of Rs.10,000 at a time from any ATM in India with the ATM cards issued to them.
