The process followed will be as under:

Steps to be taken by the Nominee in case of death of depositor in accident:

  1. Nominee should approach CBS Post Office where the depositor was having the ‘Savings Bank Account’ through which he / she was covered under PMSBY and collect Claim Form, and Discharge receipt, from the Post Office.
2.        Nominee to submit duly completed Claim Form, Discharge Receipt, along with the death certificate in original, FIR/Panchnama in original and Post Mortem Report.
3.      Nominee has to provide his/her own Post Office Savings Bank Account details (if opened in any CBS Post Office or Nominee will first open savings account) or bank Account details (if nominee is having savings account in any Nationalized Bank).

Steps to be taken by the Depositor in case of permanent disability in accident:

  1. Depositor should approach CBS Post Office where the depositor was having the ‘Savings Bank Account’ through which he / she was covered under PMSBY and collect Claim Form, and Discharge receipt, from the Post Office.
2.      Depositor to submit duly completed Claim Form, Discharge Receipt, along with the permanent disability certificate in original by Civil Surgeon and  FIR/Panchnama in original.
Steps to be taken by the Post Office

  1. Upon receipt of claim form and discharge  certificate alongwith documents mentioned above, the Post Office should check whether the cover for the said member was in-force on the date of his death, i.e., whether the premium for the said cover was deducted from account prior to the Member’s death.

  1. Post Office to verify the Claim Form & the nominee details from the relevant Finacle menu through which enrolment was made and to fill in the relevant columns of the Claim form.
  2. Post Office should ensure that following documents are attached with claim form:-
(i)                 Claim Form duly completed
(ii)               Death Certificate (in case of death)
(iii)              FIR/Panchnama in Original
(iv)             Post Mortem report (in case of death)
(v)                Permanent Disability Certificate issued by Civil Surgeon
(vi)              Discharge Certificate duly completed.
(vii)     Photocopy of cancelled cheque of the Nominee account (if it is a cheque account).

4.  Post Office user will enter relevant details in Finacle menu CCSPMY

In the criteria page of CCSPMY menu following functions are provided –

A – Add
M – Modify
V – Verify
I – Inquire
C – Cancel

5.         Post Office User has to select the function ADD. Then enter Account ID and select the scheme as PM Suraksha Bima. Click on GO. In case of permanent disability, user will change the option of Existing Disability Status as Yeas and fill details of disability in the relevant field. Following screen will appear:-




6. User has to enter Nominee Aadhar No. (if given), Nominee Address, Nominee Mail ID (if given), Nominee Mobile Number (if given), Nominee PAN No.(if given), Nominee Bank Account (either  POSB or any Bank Account), Nominee IFSC Code (if having account in Bank), Guardian name if Nominee is minor, Nominee Date of Birth (if nominee is minor), select Bank as DOP(if POSB Account) or others if other Bank Account.

7. User will click on validate and ensure that all mandatory fields are filled. It will submit documents to Supervisor.

8. Supervisor will select Function Code Verify and compare all the information filled in claim form and discharge voucher with the data filled by user. After, satisfaction, he will verify the claim. Upon verification, Claim Identification No. will be displayed by the system. This number should be noted on the top of the Claim Form and the claim register.
9. Claim Form duly filled and verified by CBS Post Office alongwith enclosures should be sent to Sr. Post Master Sansad Marg HO, New Delhi 110001 by service registered Letter. One RL should be sent even if more than one claim form is due to be sent on same day.

10. User will also maintain a claim register in which the claim shall be entered. This register has to be prepared manually by entering Date of entry of claim/Account ID/Name of Account Holder/Date of Death/Name of Nominee/Claim Identification No. (generated by system)/ Date on which claim Form sent to Sansad Marg HO/Registered Letter receipt to be pasted against claims sent on a particular date.

11. Sansad Marg HO, on receipt of claim form will enter the claim in the register to be maintained manually and designated PA of this HO will intimate System Manager for extraction of the data from Finacle for the said claim. Data extraction file will be sent to NIC by Sansad Marg HO and all the claim forms received will be sent by service Registered Parcel to the designated branch of NIC.

12. NIC, after sanctioning of the claim will push credit of the claimed amount into Bank Account of the depositor or nominee as the case may be if account stands at any Bank or Credit the funds to Sansad Marg HO Bank Account No._________________ IFSC Code_______________________
If depositor or nominee account is in any CBS Post Office. NIC will provide data file in the format of HTTUM to Sansad Marg HO. Sansad Marg HO will upload the HTTUM file in Finacle provided that funds are already received and account for the money in SB Deposit and Remittance to Bank (against credit entry received from NIC).

13. Sansad Marg HO will make entry of date of credit against the claims in the register and send intimation to the relevant CBS Post Office about the credit.

14. Relevant CBS Post Office will make entry of date of credit in its register and inform the claimant over phone about the credit. No accounting entry is to be made in any other CBS Post Office.



Now, link Aadhaar with PAN through ID proof scan, OTP

Individuals struggling to link their Permanent Account Number with Aadhaar because of differently spelt names can now simply upload a scanned copy of PAN to get the work done. 

Besides, the tax department is planning to introduce an option on the e-filing portal through which taxpayers can choose to link the Aadhaar without changing the name by opting for a One-Time Password (OTP), provided that the year of birth of the person matches in both documents. 

With the linking of PAN with Aadhaar being made mandatory, individuals can log on to e-filing website of the income tax department or NSDL but the seeding cannot happen if the name is differently spelt in the two cards -- like use of full name in PAN and initials in Aadhaar. 

In such cases, government has allowed a simple uploading of a scanned copy of PAN on the Aadhaar website. 

The tax department will start educating taxpayers from this week through media outreach on ways to link the PAN with Aadhaar, an official told PTI. 

Finance Minister Arun Jaitley had through amendment to tax proposals in the Finance Bill of the Budget for 2017-18, had made Aadhaar mandatory for filing income tax returns and provided for linking of PAN with Aadhaar to curb tax evasion through use of multiple PAN cards. 

The e-filing portal has already activated a functionality of linking PAN with Aadhaar. Over 1.08 crore assessees have already Aadhaar-linked PAN but the number is abysmally low as there are over 25 crore PAN card holders in the country, while Aadhaar has been issued to 111 crore people. 

As per statistics with the tax department, only 6 crore people file income tax returns at present. 

The official said that linking of PAN with Aadhaar should not be cumbersome for people whose registered mobile number with the Unique Identification Authority of India (UIDAI) is active. 

"In case the taxpayer is unable to link PAN with Aadhaar because of discrepancy in name, we are advising them to log in to the Aadhaar website, request for a name change and upload a scanned copy of PAN card as supported proof. This is the simplest way to update name in Aadhaar and only the registered mobile number has to be functional," the official said. 

This option will hold good for people who have given short forms of their name or in some cases there are some spelling errors in the name provided in Aadhaar card. 

However, in certain cases, there are people who have got married and changed their surname and updated the same while getting Aadhaar number, but it does not get reflected in PAN documents. 

In such and other name change cases, the tax department is planning to give the OTP option wherein the password would be sent to the Aadhaar-registered mobile number and the tax department, on its part, would match the year of birth of the taxpayer with the Aadhaar database. 

"We are also contemplating that when taxpayers with name discrepancy logs into the e-filing website for linkage, we will send OTP to the Aadhaar registered mobile number. The taxpayer can link PAN using the OTP. While generating the OTP, we will just check if the year of birth of the taxpayer in PAN card matches with the year given in the Aadhaar document," the official added.

Rs 2 lakh cash transaction limit not applicable on bank withdrawals: IT

The Income Tax Department on Wednesday clarified that the Rs 2 lakh cash transaction limit, as announced in the Finance Bill, 2017, will not be applicable on withdrawals from bank, cooperative bank or a post office savings account.

“Restriction on cash transaction shall not apply to withdrawal of cash from a bank/co-operative bank or a post office savings bank,” the department said in a tweet.

In a move to curb black money, the government has placed a ceiling of Rs 2 lakh on cash transactions, which is lower than the Rs 3 lakh proposed in Budget 2017-18. The penalty for violating this is a fine equivalent to the amount of transaction.

An amendment to this effect has been made in the Finance Bill, 2017, which has been approved by the Parliament.

“No person (other than those specified therein) shall receive an amount of Rs 2 lakh or more, in aggregate from a person in a day; in respect of a single transaction; or in respect of transactions relating to one event or occasion from a person, otherwise than by an account payee cheque or account payee bank draft or use of electronic clearing system through a bank account,” the department said.

The other major announcements in the Finance Bill include, restriction on receipt of cash donation up to Rs 2,000 for political parties and reducing presumptive taxation for small unorganised businesses from 8 per cent to 6 per cent for the amount of turnover realised through cheque or digital mode.

That is why AIAPC is fighting case at CAT, Jaipur since Aug-2016 and the Department is taking time to file reply again and again. After having failed in CAT, Madras High court and Supreme Court, the Government finally ordered to implement the judgement in favour of Sri D.Sivakumar, Retd SPM, MMC PO, Chennai city north division who moved the court pleading that promotion through competitive examination should not be counted as MACP.



The order of CAT accepting his prayer was challenged by the Government in Madras High court and subsequently in Supreme Court. Its attempt to deny the justice was defeated by the Judiciary.

On the direction of the Directorate, the SSPOs, Chennai City north division has now issued order granting MACP lll from 1.9.2008 to the official.

The official was promoted to PA cadre from 12.11.1977 through competitive examination. He was granted TBOP on 15.11.1993( now MACP l) and granted BCR ( now MACP ll) on 1.1.2004.

MACP lll from 1.9.2008 has been granted now.

A great victory indeed after prolonged legal battle. He may be the first to put an end to the deliberate injustice of the Government.

Now from now on, we must try to extend the benefit to all the victims of injustice in MACP case.

CBDT notifies new Income Tax Return Forms for AY 2017-18: Introduces one page simplified ITR Form-1(Sahaj) 

The Central Board of Direct Taxes has notified Income-tax Return Forms (ITR Forms) for the Assessment Year 2017-18. One of the major reforms made in the notified ITR Forms is the designing of a one page simplified ITR Form-1(Sahaj).  This ITR Form-1(Sahaj) can be filed by an individual having income upto Rs.50 lakh and who is receiving income from salary  one house property / other income (interest etc.) . Various parts of ITR Form-1 (Sahaj) viz. parts relating to tax computation and deductions have been rationalised and simplified for easy compliance. This will reduce the compliance burden to a significant extent on the individual tax payer. This initiative will benefit more than two crore tax-payers who will be eligible to file their return of income in this simplified Form.  

Simultaneously, the number of ITR Forms have been reduced from the existing nine  to seven forms. The existing ITR Forms ITR-2, ITR-2A and ITR-3 have been rationalized and a single ITR-2 has been notified in place of these three forms. Consequently, ITR-4 and ITR-4S (Sugam) have been renumbered as ITR-3 and ITR-4 (Sugam) respectively.

 There is no change in the manner of filing of ITR Forms as compared to last year. All these ITR Forms are to be filed electronically. However, where return is furnished in ITR-1 (Sahaj) or ITR-4 (Sugam), the following persons have an option to file return in paper form:-

(i) an individual of the age of 80 years or more at any time during the previous year;   or
(ii)  an individual or HUF whose income does not exceed five lakh rupees and who has not claimed any refund in the return of income,

How technology is revamping in India Post?

India has the largest Postal Network in the world with over 1.5 Lakh Post Offices. At the time of independence, there were 23,344 Post Offices, which were primarily in urban areas. Thus, the network has registered a seven-fold growth since Independence, with the focus of this expansion primarily in rural areas. 


In the past two years, the Department of Posts has touched new horizons by accomplishing one milestone after another. Some of the laudable achievements include providing citizens with access to Core Banking Solutions, post offices providing services of Common Services Centers like online access to pension. Banking services like deposits, remittance, online payments to service providers, direct bank transfers, etc. are being done through Postal Banking system.

Subject : Fixation of pay in case of employees who seek transfer to a lower post under FR 15(a)- clarification regarding.

The undersigned is directed to refer to this Department’s OM No.16/4/2012-Pay-I dated 5th November, 2012  read with OM No.13/9/2009-Estt.(Pay-I) dated 21st October, 2009, whereby clarification was issued by this Department for fixation of pay in case of employees seeking transfer to lower posts under FR 15(a) subsequent to the implementation of the recommendations of 6th CPC and CCS(RP) Rules, 2008. It was clarified therein that in case of transfer of a Government servant to a lower Grade Pay under FR 15(a) on his/her own request w.e.f. 1.1.2006, the pay in the Pay Band will be fixed at the stage equal to the pay in Pay. Band drawn by him/her prior to his/her appointment against the lower post. However; he/she will be granted the Grade Pay Of lower post. Further, in all cases, he/she will continue to draw his/her increment(s) based on his pay in the Pay Band +Grade Pay (lower).
2. Consequent upon the implementation of 7th CPC Report and CCS(RP)Rules, 2016, the concept of new Pay Matrix has replaced the existing Pay Bands and Grade Pays system. Accordingly, in partial modification of this Department's OMs dated 5th November, 2012 and 21st October, 2009 ibid: the method of pay fixation in respect of a Government Servant transferred to a lower post under FR 15(a) on his/her own request w.e.f 1.1.2016 will be as under:


‘In case of transfer to a lower Level of post in the Pay Matrix under FR 15(a) on his/her own request w.e.f. 1.1.2016, the pay of the Government Servant holding a post on regular basis will be fixed in the revised pay structure at the stage equal to the pay drawn by him/her in the higher Level of post held regularly. If no such stage is available, the pay will be fixed at the stage next below in the lower Level with respect to the pay drawn by him/her in the higher Level of post held regularly and the difference in the pay may be granted as personal pay to be absorbed in future Increment(s). If maximum of the vertical range of pay progression at the lower Level in which he/she is appointed, happens to be less than the pay drawn by him/her in the higher Level, his/her pay may be restricted to that maximum under FR 22(I)(a)(3).

3. All Ministries/Departments are requested to revise the Terms/Conditions of such transfer, if any, in line with para 2 above.

4. In so far as persons serving in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with the Comptroller & Auditor General of India.

5. This order takes effect from 1.1.2016.

Filing of assets details by Government officials

The Section 44 of the Lokpal and Lokayuktas Act, 2013 requiring declaration of assets and liabilities in respect of public servants, their spouses and dependent children has been amended by the Lokpal and Lokayuktas (Amendment) Act, 2016 on 29.07.2016. The Amended Act shall be deemed to have come into force on 16.01.2014. The amended Section 44 reads as:





“44. On and from the date of commencement of this Act, every public servant shall make a declaration of his assets and liabilities in such form and manner as may be prescribed”.

The Government had introduced the Lokpal & Lokayuktas and other related Law (Amendment) Bill 2014, which inter-alia proposes to amend certain provisions of the Lokpal and Lokayuktas Act, 2013 so as to provide for situations where the composition of the Selection Committee is deficient/incomplete due to absence of Leader of Opposition in the Lok Sabha, etc.

This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri A. Vijayakumar in the Rajya Sabha today.

Most most important : Instructions for executing End of Year (EOY) in CBS post offices/CPCs

Respected Sir/Madam, 

The competent authority has taken following decisions for executing End of Year (EOY) activities for 2016-17 in CBS Post Offices/CPCs:-


  1. 1. On 1.4.2017, no CBS Post Office will do any transaction but staff working on CBS will attend post office and follow instructions (as and when ) issued by CEPT Team Chennai. 
(A public notice should be put on the notice board of all CBS Post Offices that due to End of Year, no transaction will be accepted on01.04.2017 and Monthly/Quarterly Interest of MIS/SCSS if due on 1st April 2017 will be paid on 03.04.2017. ATMs will be operational  on 01/04/2017). Salary & Pension uploads should be done after completion of EOD for 1st April 2017. 

2.CBS Post Offices should ensure that no unverified account or modification in  accounts of SB/PPF/SSA/NSS-87/NSS-92 remains unverified as interest is not calculated for any account if any modification is unverified, as on 31/03/2017. Concerned staff should be alerted so that such lapses may be avoided.

3.   All CBS Post Offices, on 31.3.2017, should do transactions latest up to  1700 hours and verify all the transactions simultaneously so that there may be no Blocking Transactions at 1700 hours. All CBS Post Offices should complete HISCOD latest by 1800 hours, except those SOLs which await clearing information from the respective HOs. CPCs should monitor this activity and any blocking validation should be reported to FSI Helpdesk and CEPT Team, immediately on noticing so that solution can be provided well in time. 

4. CBS Head Post Office dealing with clearing house, should intimate cheque clearing intimation of the cheques cleared on31.03.2017 to other linked CBS HOs and SOs  well in time on 31.03.2017 either over mail or phone so that credit/debit can be afforded well in time.  Late clearance activity and corresponding credits/debits should be handled by the clearing house POs without any delay. (Please note that in case of PPF Accounts maturing on 31.03.2017, cheque cleared before 31.03.2017 will not be allowed to be credited after 31.03.2017)

5. CEPT FSI Team will be disabling certain menus according to the requirements during EOY Batch execution to control resource utilisation; CPCs will be kept informed from time-to-time on this and should coordinate with their SOLs on this exercise.

5. Reports regarding Interest credited in SB/SSA/PPF/NSS-87 and NSS-92 accounts of a CBS post office, Silent Account maintenance Fee charged and Total number of accounts marked as silent (total amount and accounts  for a Post Office and not account-wise) will be intimated through CPCs by the end of first week of April 2017.

6.  All the concerned teams who are part of the EOY activity (CPC SPOCs, EOD Support Team, CEPT Team) should be available on2nd April, 2017 and ensure that EOY activity are completed smoothly. 

Instructions for CPCs

1. CPCs should call post offices under their jurisdiction on 31.03.2017, help in clearing blocking validations and ensure smooth completion of HISCOD.

2.  HSCOD will be executed by CEPT team centrally; CPC teams should be available till HSCOD is completed for all their respective SOLs. 

3. All CPCs will remain open during the night of 31.03.2017 and duties of staff should be notified in shifts.

Circles/Regions/Divisions should ensure that these instructions are followed scrupulously  by all CBS Post Offices and CPCs.
