This association would like to draw
kind attention of the worthy Circle Head to the para 4 of the D.O. no cited
above written by Sh M. S. Subramanya Rao, Director (CRD), DoPT, North Block,
New Delhi 110001 to all the Cadre Controlling Authorities.
Under
para 4 of the said D.O. it has been reiterated that cadre review of other
services (Group-‘B’/’C’/erstwhile ‘D’ services) may also be undertaken in
consultation with Deptt of Expenditure and as per guideline contained in DoPT’s
OM No 2/1/1987 dated 23/11/1987 and a status report may be provided to the DoPT
in this regard latest by 31st March, 2017.

In view of heavy schedule of post offices, as finacle
implementation and proposal to implement of CSI software, new services and
products, there are more expectations from this glorious cadre by the
department as well as by our esteemed customers. There have been many folds
increased in duties & responsibilities of a postmaster. To close watch over of SB works as well as
delivery works besides to tackle challenges in competition in the market, this
association suggests the proposal to create the posts of APMs as under please:

This association would like to invite
your kind attention once again on the above noted subject for which whole
Postmaster Cadre of Punjab Circle is waiting for eagerly. Postmaster Cadre has
already completed five years as on April-2016. The Hon’ble Directorate has
already taken kind approval of DOP&T and in the above quoted Directorate’s
letter, it is crystal clear instructions to all the Circles Heads to hold DPC
& promote on regular basis to Grade-I Postmasters to Grade-II Postmasters
with five regular services and similarly Grade-II Postmasters to Grade-III
Postmasters with four years regular services using one time relaxation of
qualifying service for filling up vacancies. Many circles have already
exercised this power. This association already requested vide its letter No.
AIAPC Punjab/Corr/2/2016-2017 dated 26.09.2017, No.
AIAPC/Punjab/Corr/07/2016-2017 dated 28.12.2016 & No. AIAPC/Punjab/corr/10/2017-2018
dated 01.02.2017. It seems that Circle Office has not started the process to
hold DPC for the very purpose. Delay in holding DPC, the candidates of this cadre
of Punjab Circle will lose working seniority for their next promotion besides
effect in All India Gradation List of Postmaster Grade-III to the posts of Sr.
Postmaster. It is also added that delay in holding DPC, the purpose of Hon’ble
Directorate’s letter will not be remained in practical.
Therefore, this association,
requests to Hon’ble Circle Head to kindly hold DPC at the earliest possible
& issue regular promotion orders to eligible officials.

Income Tax department raises queries on suspicious bank account deposits post demonetisation
The income-tax department that had begun
raising queries with regard to what it thinks are suspicious bank deposits after
demonetisation was announced, including those made in cooperative banks, are set
to start is going these accounts.
The tax department could start summoning bank
account holders in the coming month or two, say people in the know. The move is
part of the government’s crackdown on money laundering in the wake of
demonetisation. In the first round, the tax department was focusing on those
bank accounts that do not have proper KYC (know your customer) credentials or
cash deposits do not correspond with the individual’s income people close to the
development said. ET reported on January 19 that the I-T department was looking
to question cash deposits exceeding Rs 10 lakh.
Experts say that the directive that many tax
officers have received from the “highest level” is to go aggressively after
those who may have played the system following demonetisation. The government
may be looking to increase its revenues by bringing many individuals who may not
have been paying taxes. It is learnt that many bank account holders suddenly
deposited a huge chunk of money even as their income tax records do not
correspond with such an amount.
About 1.5 lakh account holders have deposited
more than Rs 10 lakh each and there have been suspicious cash deposits in one
crore accounts belonging to 75 lakh people.
Income tax department has already raised
queries on the e-platform. The queries raised are very specific and in some
cases tax officials are demanding that bank account holders submit scanned
copies of their PAN and Aadhaar cards. Experts said bank account holders who
have not cleared the KYC process, especially in some cooperative banks, are to
be questioned first.

RBI gift to nation on Holi: No cash withdraw limit on savings accounts from 13.03.2017
New Delhi :
The limit on cash withdrawals from savings bank
account has been lifted from Monday. The Reserve Bank of India, in a
notification issued on January 30, had announced that from March 13 all limits
on cash withdrawal from savings accounts will be removed.
After the note ban on November 8, Reserve Bank
had capped withdrawal limits on ATMs and bank branches. It raised limits from Rs
2,000 a day to Rs 4,500 a day to Rs 10,000 a day while maintaining the overall
weekly ceiling of Rs 24,000.

1) During
demonetization, post office played a vital role to deposit & exchange WOS
bank notes and gave an excellent example to the nation. Post office employees
gave their best. But during this noble mission, our post office employees had
to bear huge loss due to fake WOS bank notes. They not only had to work for
extended hours even on Sundays to grip the works under control, but also had to
bear loss of fake WOS bank notes from their own pockets.
2) After
demonetization, the trend of fake may in circulation in the market. To protect
from this unwanted evil, there is great need of fake note detecting &
counting machines.
3) In
large offices like Grade-I & above uses to deal with currency notes in
plenty.
Keeping
in view of above noted points, this association requests before worthy Chief
PMG to consider this proposal and arrange to supply good quality of fake note detecting & counting machines
to all Grade-I & above post offices.
